I thought the top wrestler had to also have his arm around one of the other wrestlers arms if his arm was going to be across the opponent's neck:

Can't tell for sure but it looks like pressure is, or certainly could be, applied to the carotid artery.
Potentially dangerous at the least would be my take.
Better safe than sorry.

No clue on my end.
But...
Isn't that basically the same hold Kyle Snyder had on Gwiz (albeit with Gwiz trying to come to his feet), with ten-plus seconds to go in regulation?
No penalty called, but immediate five count, for failure to improve his position.

I thought I remember Mike Pucillo would use something similar when going for back points. Though, his technique didn't look like as blatant of a choke like this one.

1:05 into the video. The crook of the elbow wasn't under the chin like the picture, but this is supposed to be the same technique, right?

As I understand it, any move that cuts off the airway or carotid arteries is illegal regardless of whether the move itself is legal. However, I do not have a copy of the rule book to verify. It was one of the most frustrating things about wrestling James Flemming. You get in on a shot....slowly fade into blackness...and regain your vision on your back.

Head and arm encircled is legal but can be stopped if potentially dangerous.

That is very true BUT you have to know that is what is actually happening before you make it a penalty situation. If you can tell for sure, stop the move and call the penalty.
However, if you are not sure of it, the potentially dangerous call is the way to go. If the wrestler goes to it again, I would call the penalty regardless.

Can't be.....the refs didn't wear striped shirts in the finals.....
