I am pretty sure that Josh will take exception to it (and I am sure "body of work" will be mentioned) but I don't quite understand that if it is a "team" event how can Brecksville can be lower than St Eds or M. Perry?
All are fine squads and Ohioans should be happy but Brecksville beat both of them head to head at the Team State Duals. Shouldn't that mean something?
BTW, it doesn't matter either way to me, just asking.

I get what you're saying, but in the same regard, that would mean Missouri is the NCAA National champions. I'll take the result that has tOSU at #1. :)

(1) it's a hybrid of individual bracket and dual meet strength
(2) yes, the totality of the season's results do have to be considered
In terms of the call on St. Paris Graham, it was a tough choice between them and Oak Park River Forest (see the article for the rationale/s). I can say with greater certainty that they aren't the No. 4 team in the country than that they are the No. 1 team.
