I have been saying the same thing for years. Happens at the high school level as well. You lock up with a collar tie and push a guy out of bounds, you are the one stalling. Pushing out of bounds is not wrestling and doing it repeatedly is preventing the other guy from action. You want to get that call, push, push, then take a couple consecutive shots out of bounds. If your opponent backs out, he's stalling.
