I'd like to emphasize the "IF" part of my statement. I don't know exactly why the dual hasn't happened, and I'm willing to give Ryan the benefit of the doubt as far ducking goes.
But, IF that's the reason the dual hasn't happened, it's pretty pathetic. I doubt that's the reason, though.
